Terms of Reference(ToR)

Mission, responsibilities, and governance framework 

ASD-STE100 Simplified Technical English (STE), is a controlled natural language and an international standard to write technical documentation.

The ASD Simplified Technical English Maintenance Group (STEMG) is responsible for the development, production, publication, and maintenance of ASD-STE100. The group includes experts from ASD countries (members) along with international experts from countries that are not members of ASD (partners). 

The STEMG operates under the ASD Services Commission (SVC) and reports to the ASD Product Support Specifications Group (PSSG).
The STEMG Terms of Reference (ToR) serve as the foundational document for the work of the STEMG and for participation therein. The ToR, originally produced in the early 2000s, have been regularly updated since then. In line with ASD Governance Rules, the most recent revision of the ToR was approved in March 2025 by the PSSG on behalf of ASD.
As for operational aspects, these are addressed in the STEMG Operational Records document which is the Group’s active operational reference.

The mission of the STEMG is to develop and maintain the
ASD-STE100 standard. Pursuant to the ToR, the STEMG has these operational tasks:

  • Keep ASD-STE100 up to date and improve it as necessary
  • Review change requests (change forms), take the necessary amendment actions, and release new issues of the standard as required
  • Report current activities to the ASD Product Support Specification Group (PSSG)
  • Give advice and recommendations to STE users worldwide
  • Produce the electronic source files for output and distribution
  • Cooperate in the distribution of the STE standard
  • Promote the use of STE
  • Safeguard the integrity of the ASD-STE100 standard
